DC Weather Damage Update, 4/6/17

MY NAME IS RASHAD YOUNG AND I’M THE CITY ADMINISTRATOR FOR THE
DISTRICT. JOINING ME IS DEPUTY CHIEF
ROBERT CALLAHAN FROM THE FIRE AND EMERGENCY MEDICAL SERVICES.
BRIAN BAKER FROM OUR HOMELAND SECURITY AND EMERGENCY
MANAGEMENT AGENCY AND MELINDA BOLLING, THE DIRECTOR OF THE
DEPARTMENT OF CONSUMER AND REGULATORY AFFAIRS.
WE ARE HERE TO GIVE YOU AN UPDATE ON THE BUILDING DAMAGE
THAT TOOK PLACE HERE ON STANTON ROAD SOUTHEAST.
BETWEEN 1:30 AND 2:00 P.M. TODAY AS A RESULT OF THE SEVERE
WEATHER THAT BLEW THROUGH THE DISTRICT, THE BUILDING AT 2661
STANTON ROAD SOUTHEAST SUFFERED ROOF DAMAGE.
AT THIS TIME WE HAVE ONLY ONE REPORT OF AN INDIVIDUAL WITH
MINOR INJURIES. INSPECTORS FROM THE DEPARTMENT
OF CONSUMER AND REGULATORY AFFAIRS HAVE CONDEMNED THE
BUILDING PENDING ASSESSMENTS BY STRUCTURAL ENGINEERS.
THIS BUILDING HAS 36 UNITS AND APPROXIMATELY 134 RESIDENTS.
I WANT TO THANK OUR FIRST RESPONDERS AND THE PROPERTY
OWNER W. C. SMITH FOR THEIR QUICK RESPONSE TO THIS LOCATION.
LET ME TALK ABOUT WHERE WE ARE AT THIS POINT.
RESIDENTS ARE CURRENTLY BEING PROVIDED DINNER.
THE PROPERTY OWNER HAS MADE TRANSPORTATION AND HOTEL
ARRANGEMENTS FOR RESIDENTS AT A HOTEL IN THE DISTRICT.
THE RED CROSS AND OUR DEPARTMENT OF HUMAN SERVICES IS ON SITE AND
WILL BE ASSISTING FAMILIES WITH INCIDENTALS AND CLOTHING AS
NECESSARY TO ENSURE THAT FAMILIES NEEDS ARE MET.
SO AT THIS POINT I WILL TAKE ANY QUESTIONS YOU MIGHT HAVE.

REPORT OF ONE INJURY. WE BELIEVE THAT INJURY WAS
SUSTAINED BY DRYWALL PERHAPS FLYING OR BLOWING AND INJURING
THAT PERSON’S ARM.>>[INAUDIBLE].
>>AT THIS POINT I’M NOT CLEAR ON WHERE THEY WERE ON THE SITE
BUT WE BELIEVE THERE IS ONE INJURY RELATED TO DRY WALL.
>>DO YOU HAVE ANY ASSESSMENT ON THE TIME THAT CERTAIN PEOPLE MAY
BE OUT FOR INSTANCE UPPER UNITS MAY BE LONGER, LOWER UNITS ONCE
THE TEMPORARY ROOF IS ON MAYBE THEY ARE BACK IN, WHAT CAN YOU
TELL RESIDENTS HERE, PLEASE?>>THE FIRST ORDER OF BUSINESS
IS FOR THE STRUCTURAL ENGINEERS TO DO AN ASSESSMENT OF THE
BUILDING TO MAKE SURE THAT IT IS, IN FACT, SAFE STRUCTURALLY.
IT WILL TAKE SOME TIME TO REPAIR THE ROOF OR ENCLOSE THE ROOF AND
PROVISIONS ARE BEING MADE FOR RESIDENTS AT HOTELS AND THE
PROPERTY OWNER IS PROVIDING THOSE ACCOMMODATIONS.
THEY WILL WORK AS QUICKLY AS THEY CAN TO BE ABLE TO GET FOLKS
BACK INTO THIS BUILDING. SOME PEOPLE MAY BE ABLE TO
RETURN ONCE THE BUILDING IS ASSESSED AND FOUND TO BE SAFE
WHILE THE MOST DAMAGED UNITS WILL TAKE A LITTLE BIT LONGER.

WHAT THIS WAS, HOW STRONG THE WIND MAY HAVE BEEN OR ANYTHING
LIKE THAT?>>AT THIS POINT WE JUST KNOW
SEVERE WEATHER EVENT OCCURRED IN THE DISTRICT AND STORMS WE WERE
FORECASTED TO HAVE THUNDERSTORMS TODAY BUT IN TERMS OF EXACTLY
HOW WE WOULD CLASSIFY THIS WEATHER EVENT WE ARE NOT THERE

>>NO, IT IS ONE BUILDING, 2661 THAT HAS 36 UNITS IN THAT ONE
BUILDING AND 134 RESIDENTS. THE OTHER BUILDINGS ON THIS
CAMPUS AND THIS DEVELOPMENT AT THIS TIME WE DON’T HAVE ANY
CONCERN OR CAUSE FOR CONCERN FOR THOSE BUILDINGS SO IT IS THE ONE
BUILDING FOR WHICH THE ROOF BLEW OFF.

>>THEY ARE CONCERNED ABOUT THE SAFETY OR THE CONDITIONS OF THE

>>SO WHAT WE HAVE FOCUSED ON IN THIS RESPONSE IS THE EMERGENCY
SITUATION THAT CAUSED THIS BUILDING TO BE UNINHABITABLE.
AS YOU CAN IMAGINE OUR NUMBER ONE PRIORITY HAS BEEN THE
RESIDENTS WHO HAVE BEEN DISPLACED IMMEDIATELY SO WE
HAVEN’T ASSESSED WHAT THE HISTORY HAS BEEN WITH OTHER
BUILDINGS ON THIS SITE AS OF YET BUT THAT IS SOMETHING WE WILL BE
FOLLOWING UP ON THROUGH OUR DEPARTMENT OF CONSUMER AND
REGULATORY AFFAIRS.>>DO YOU KNOW ABOUT THE POWER

>>WE HAD 10,000 POWER OUTAGES TODAY ACROSS THE DISTRICT AS A
RESULT OF THIS EVENT. MY UNDERSTANDING IS THAT WE ARE
DOWN TO 75 OUTAGES AS WE SPEAK.>>DO YOU KNOW IF THE SITUATION
